On June 15th, Uganda observed the United Nations World Elder Abuse Awareness Day under the theme “Gender-Based Violence in Old Age: A Call for Action.” The event, led by Hon. Dominic Mafwabi Gidudu, Minister of State for Elderly Affairs, brought national attention to the critical issue of elder abuse, especially the alarming gender-based violence against older persons in the country.
As a key stakeholder in the fight for the rights and dignity of older persons, JAFOA (Justice and Freedom for Older Adults) was deeply engaged in this year’s observance. The organization recognizes the gravity of the statistics presented by the Uganda Bureau of Statistics (UBOS) 2021 report, which revealed that 84% of elder abuse cases occur within homes, with relatives often being the perpetrators. The gender disparity highlighted in the report, where women aged 60-69 are predominantly abused by men, and older women over 70 face abuse mostly from other females, underscores the urgency of JAFOA’s mission.
JAFOA’s ongoing work aligns with the government’s efforts to protect the rights of older persons, as evidenced by the Revised National Policy for Older Persons 2024 and the Social Enterprise Grant for Older Persons (SEGOP). These initiatives aim to empower older adults economically, reducing their vulnerability to abuse and neglect. JAFOA has been instrumental in advocating for these policy changes and continues to collaborate with the Ministry of Gender, Labour, and Social Development to ensure that older persons are safeguarded.
Furthermore, JAFOA has been actively involved in promoting the integration of geriatric care into Uganda’s healthcare system, a commitment echoed by Hon. Gidudu during the press briefing. The organization’s advocacy for specialized services for the elderly in public facilities is part of a broader strategy to address the unique health challenges faced by older adults.
The national celebrations held at the Imperial Royale Hotel in Kampala on June 15, 2024, served as a platform for JAFOA to reinforce its dedication to combating elder abuse. Through its initiatives, JAFOA is not only raising awareness about the prevalence of elder abuse but also taking concrete actions to protect the rights of older persons and ensure they can live with dignity and respect.
As the call for action against gender-based violence in old age gains momentum, JAFOA remains at the forefront, working tirelessly to advocate for the rights of older persons in Uganda and beyond. The organization continues to engage with stakeholders, government bodies, and the community to build a future where elder abuse is no longer a silent epidemic but a challenge that is met with resolute action and compassion.
